绪论
近年来Internet的飞速发展，Intranet技术得到了应用，为企业MIS提供了良好的支持环境。管信息系统在企业的应用中存在三个要素，这就是人、计算机和数据。随着科学技术的不断提高,计算机已经在社会各个领域显示了它巨大的作用。其中外语培训管理更是目前的一个热点问题，不仅受到学生的追棒，而且吸引着教育研究者和实践者的眼球，教师和学生对外语培训越来越感兴趣，特别是处在信息时代的当代大学生，随着信息技术的进步，大学生网络学习的需要、学习方式的变革以及社会对创新人才的进一步要求等外界环境的变化都要求大学生进行个人外语培训管理。
培训的传播和速度是前所未有的，过去几百年培训积累和转化到应用的过程，现在只要十来年的时间；外语培训转化为应用的程度，决定了经济的发展速度和能力，外语培训在创造财富的过程中所发挥的价值日异提升，成为重要的资源。
正是在这样的背景下，外语培训管理被人们高度重视，外语培训管理的存在与否，将直接影响学生竞争力的形成。正是这种观念的兴盛，企业的人才战才愈演愈烈，拥有外语培训的员工的价值也得到体现。
